Make DEVICE_AND_API_INIT deprecated in favor of DEVICE_DT_INST_DEFINE
or DEVICE_DEFINE.

I can do that, but they're not related. I had some hopes #31128 could go in quickly; have no idea when this is going to get moving.

Oh, wait, this isn't my pr (thought this comment was on .#29644...). I'm happy to have #31128 integrated into this, or to pull this into #31128, whichever works.
